James is a 5th generation Florida native with deep roots in Polk County. He earned a B.A. from the University of Florida, and is a Licensed Real Estate Broker and a Licensed Citrus Fruit Dealer. He has served as president of the Bartow Kiwanis Club, President of the BESTT Academic Booster organization at Bartow High School, Chairman of the Polk County Citrus Advisory Committee and is a member of the Polk County Farm Bureau and the Bartow Board of Realtors®.

James is a life-long member of Holy Trinity Episcopal Church, Bartow, where he served as Senior Warden and Lay Eucharistic Minister.

James is the past Mayor of the City of Bartow and currently serves on the Bartow City Commission.
